Por 12 votos por el si y 3 por el no, la Comisión I del Senado aprobó, en el séptimo de ocho debates, la reforma constitucional al fuero militar, en donde no quedaron incluidos entre otros los delitos de falsos positivos, genocidio y violaciones.
